VACANCY ANNOUNCEMENT

JOB TITLE: In house Legal Solicitor
LOCATION: Electricity House, Freetown
REPORTING TO: General Manager

GENERAL RESPONSIBILITY: Providing Legal Advice to the Management of National Power Authority and the Board bordering on all Legal related matters, interpretation of the Authority’s Act, Rules and Regulations, review of Project documents.

Agreements, Conveyances etc.
SPECIFIC TASKS/RESPONSIBILITIES:

- Writing Legal Letters for National Power Authority.
- Prepare and Draw up Contracts, Lease, Conveyance and Any other Legal Agreement.
- Vette, Scrutinize or Review Contracts, Agreement, Mortgages, Project Documentations, and Loan Agreements.
- Provide Legal Advice and Assistance on new Company Act and Bankruptcy Legislations affecting NPA.
- Legal Advice on Employment and Labour Laws of Sierra Leone.
- Legal Advice on Tax issues.
- Represent NPA on Civil, Environment Litigation.
- Participating on Negotiations for the Authority in respect of achieving its functions under the Act
- Vetting all tender and contract documents for the Authority

REQUIRED KNOWLEDGE AND SKILLS

– Applicants must posses good oral and written communication skills.
- Proven experience in the field of Law.
- Ability to work on own initiative and as part of team.
- Good inter personal skills and ability to work under pressure
- Must be computer literate.

PROFESSIONAL QUALIFICATION AND EXPERIENCE:

Applicants must posses the following

-Professional qualification such as Barrister and Solicitor in the High Court of Sierra Leone.
-Must have at least five years of post qualification practice at the bar or act as Employee, Consultants of Government or Commercial Institutions.
-High ability to establish interpersonal relations at all level of Management

Procurement of Twenty-Five Thousand (25,000) Pre-paid Electricity Meters and Servers, Vending Stations and Database Software

Procurement Number: NPA/ICB/PREPAID/001/2010

The National Power Authority (NPA) has allocated funds from its procurement budget for 2010 for the procurement of:

Lot No. 1:

21,500 prepaid single phase meters

3,000 prepaid three phase meters

300 prepaid three phase whole current demand meters

200 prepaid current transformer operated meters and their associated ancillaries

Lot No. 2:

2 (two) Servers

30 (thirty) Vending Stations and common STS Database.

Bidding is open to all suppliers who can demonstrate the ability and capacity to supply the required goods, provision of relevant after-sale services such as technical training in the installation, use and maintenance of equipment and software; software updating; meter fraud detection and protection, high voltage surge/lighting protection, relative humidity, operating temperature, debt management function, highly encrypted security levels, warranties and technical links via internet; and the possibility of establishment of a local equipment assembly/repair in the future, etc.

Interested bidders may obtain further information and inspect the bidding documents at the address below between 9 A.M and 5P.M., Monday to Friday.

A complete set of the bidding documents in English may be purchased by interested bidders from the Procurement Unit, National Power Authority, Electricity House, 36 Siaka Stevens Street Freetown, upon payment of a non-refundable fee of Le300,000.00 (three hundred thousand Leones only) for Local Suppliers, and U.S.$100.00 (one hundred United States Dollars) for Overseas Institutions.

Methods of payment will be by cash for local suppliers and electronic transfer to Account No.: 02-011434922-01 at Rokel Commercial Bank (SL) Ltd.; Siaka Stevens Street, Freetown, Republic of Sierra Leone, SWIFT CODE: RCBKSLFR for Overseas Suppliers. Documents may be sent to bidders by courier at their own cost or by electronic copy through the internet or at the national procurement website at: www.publicprocurement.gov.sl

All bids must be delivered to the address below at or before 12:00 hours on Friday 12th March, 2010. Only bidders who paid and acquired the bidding documents shall be allowed to participate in this procurement.All bids must be accompanied by a bid security from a recognized commercial bank for each Lot. Bid security from Insurance Companies are not accepted and shall be rejected. Bidders can apply for either one or both Lots.
