VACANT POSITIONS AT THE AFRICAN PEER REVIEW MECHANISM
NATIONAL GOVERNING COUNCIL (APRM-NGC) SECRETARIAT

Applications are invited from suitably qualified Sierra Leoneans to fill the under-­mentioned vacant positions at the African Peer Review Mechanism National Governing Council Secretariat. The African Peer Review Mechanism National Governing Council (APRM-NGC) is the national body inaugurated in 2008 to provide leadership, guidance and direction to the Sierra Leone APRM implementation process. To ensure the successful, efficient and timely implementation of the APRM process, the APRM National Governing Council Secretariat was established to provide technical, administrative and logistical backstopping to the APRM National Governing Council (APRM-NGC).

1. Position: APRM Programme Manager

Reports to: APRM National Governing Council (APRM-NGC)

Salary: AttractiveMajor Functions

• Provides technical, administrative and logistical backstopping to the APRM National Governing Council (APRM-NGC)
• Coordinates the day-to-day work of the APRM - NGC Secretariat
• Ensures the timely implementation of decisions taken by APRM National Governing Council
• Organizes and service APRM - NGC Meetings, Field Trips and other events
• Executes the policies of the APRM-NGC
• Coordinates the participation of all relevant Ministries, Departments and Agencies (MDAS) in the APRM process and consults with them to ensure implementation of recommendations arising from the review
• Coordinates the participation of all stakeholders in the APRM process including Civil Society Organisations (CSOs), the private sector, faith-based organizations, trade unions, professional groups and special interest groups
• Establishes a Documentation Centre and ensures the full documentation and storage of all APRM documents
• Establishes a database and rnailing list for all APRM stakeholders
• Receives, supports and facilitates the work of country support and review missions and other visitors on behalf of the APRM NGC
• Coordinates the work of Technical Research Institutions, APRM District Committees as well as those of students and youth groups and consultants
• Prepares reports of the APRM process
• Undertakes public education sensitization and consultation activities to ensure national ownership and participation

Demonstrated Competence

Professionalism: Demonstrated competence in management, policy making, planning and monitoring. Applicants should be conscientious and efficient in observing deadlines and achieving results.Communication: Effective and distinct communication ability with excellent written and verbal communications skills.Decision-making: Good judgment and ability to find solutions to difficult situations.Leadership: Proven track record of excellent managerial/leadership skills with the ability to supervise and be a team player.

Qualifications

Advanced university degree in social sciences preferably political science or related disciplines with governance background.

Work Experience

At least seven years working experience in governance, monitoring, human resource management and planning.

Other Skills

Excellent computer skills (Microsoft Office, Excel, Email and Internet) are required.2. Secretary / Assistant

Administrative

Specific Tasks

1. The Administrative Assistant/Secretary shall provide secretarial service for the APRM process

2. Maintains a register for all APRM correspondence.
3. Provides administrative support to the APRM National Governing Council
4. Keeps record of all expenditures in respect of the APRM authorized by the Procurement Committee.
5. Ensures and maintain full documentation of the APRM process.
6. Maintains and updates APRM Secretariat Asset Register and APRM mailing list
7. Assists Administrative and Finance Officer in the preparation of Quarterly Financial and Narrative Reports
8. Maintenance of database and information on the four thematic areas of the focus of the APRM.
9. Any other duties assigned by the APRM National Governing Council3. Driver

Specific Functions

1. Drives vehicle(s) assigned for the implementation of the APRM process.

2. Obeys/adheres to instructions from the APRM National Governing Council
3. Reports regularly for duty at 07:00 am.
4. Cleans and checks vehicle(s) early before use.
5. Reports immediately any fault(s) detected of any vehicle or part(s) discovered missing and/or accident(s) to the APRM National Governing Council.
6. Regularly checking at the garage when the vehicle(s) is/are under routine maintenance/service.
7. Ensuring the judicious use of fuel/oil procured4. Cleaner / Messenger

Major Functions

1. Receives and dispatches all correspondence relating to the APRM Process.

2. Ensures the daily cleaning and upkeep of the APRM National Governing Council Secretariat offices.
3. Always to be well attired, alternatively in a uniform whilst on duty.
4. Performs any other duty assigned by the APRM National Governing Council
