Presenting the signed document to the President on Thursday 25th February 2010 at State House, Minister Alimamy Koroma said infrastructure is one of the President’s top priorities, adding: "As a Ministry, we have moved forward into action". He disclosed that the project will affect thirty streets in Freetown, covering a total of 25 kilometers.

According to the Minister, the project is 100% funded by the Government of Sierra Leone, under the guidance and supervision of the President, whose vision it was.

Speaking on the specification of the roads, the Director General of SLRA, Mr. Munda Rogers said the concept of doing the streets countrywide was President Koroma’s vision and initiative, whilst referring to the President as "the designer and head of the project’s monitoring."

He explained that the 25 kilometer project is not part of the previous 60 kilometers promised by the President but rather is a quick-win venture. Mr. Rogers said the streets’ selection was done by Councilors, Parliamentarians, SLRA and the general public. He said the streets will be durable, as they will be paved with first-class tarmac and given drainages. The SLRA, he promised, will make the project a reality and that work will be done within the budget. Mr. Rogers expressed his appreciation to the Ministry of Finance, noting that the SLRA’s responsibility is to provide good roads to the people.

The CSE representative, Mr. Jobe, thanked the SLRA and Government for the confidence reposed on them and promised to deliver standard work within the guidelines and time-frame.

A representative of the Board of Directors promised that they will do all it takes to support the project as it is the dream of the President.

Responding, President Koroma expressed appreciation to the Councilors, SLRA, and CSE, noting that he was very pleased to receive the signed document. He said he was happy to note that the project was solely funded by the government as it signifies that it is time for the nation to start engaging itself in its own development.

"My dream is to have all the said roads done before the country’s 50th Independence Anniversary. Doubtless it is a big challenge," he maintained.

Among some of the streets from east to west that will be constructed are Parsonage Street – Kissy, Old Road Wellington, Hagan Street connecting Guard Street, Sayenu Road at Calaba Town, Magazine Cut, Thunder Hill Road, Berwick Street, Victoria Street, George Brook, Aberdeen Road, Duke Street and Byrne Lane.
