UN VOLUNTEER TERMS OF REFERENCE

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

1. UNV Assignment Title: Aid Coordination Officer (2 Positions)
2. Type of assignment: National UNV
3. Project Title: Support to Aid Coordination
4. Duration: 2010-2012
5. Location, Country: Freetown, Sierra Leone
6. Expected starting date: 1 March 2010
7. Brief Project Description: The government and its partners recognize the need to further increase aid effectiveness and support implementation of the recently approved Aid Policy, notably by continuing to build aid coordination capacity, ensuring a robust aid architecture and further strengthening the quality of monitoring, analysis and policy dialogue around aid flows.
8. Host Agency/Host Institute: Ministry of Finance and Economic Development
9. Organizational Context: The position is within the unit of government tasked with managing aid coordination efforts (DACO) and being an interface with the full range of development partners; government, national and international.
10. Type of assignment place: Assignment with family
11. Description of Duties:

Under the direct supervision of the Director of the Development Assistance Coordination Office (DACO) of the Ministry of Finance and Economic Development, the UNV volunteer will undertake the following tasks:

· Assistance with organising aid coordination meetings such as DEPACs, Sector Working Groups, Donor Harmonisation and Aid Coordination Committees and other meetings
· Assistance with minute taking and other matters relating to functioning of meetings
· Develop and maintain databases relating to aid coordination including database of development partners and contacts
· Assistance with sensitisation on aid policy issues
· Collection and preliminary analysis of information related to donor projects for Donor Harmonisation and Aid Coordination Committees
· Draft reports and briefings as required by Director or senior staff
· Any other work on aid coordination as required by Director or senior staff

Furthermore, UNV volunteers are encouraged to:

· Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
· Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
· Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
· Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
· Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
· Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output:

· Aid coordination meetings such as DEPACs, Sector Working Groups, Donor Harmonisation and Aid Coordination Committees organized and provided with logistical and secretarial support
· Databases relating to aid coordination maintained and further developed as required, including database of development partners and contacts
· Sensitisation initiatives on aid policy issues supported
· Information collected and preliminary analysis conducted related to donor projects for Donor Harmonisation and Aid Coordination Committees
· Draft reports and briefings produced as required by Director or senior staff
· A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities.

13. Qualifications/Requirements:

· Undergraduate degree in Economics, Development, Communications or a related subject
· Demonstrable experience of analysis and administration
· A commitment to working with Government
· Administrative experience a bonus

14. Conditions of Service

A one year contract with possibility of renewal for up to two years subject to review; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 300; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.

· Produce data reports as required by Director or senior staff
· Any other work on aid data as required by Director or senior staff

Furthermore, UNV volunteers are encouraged to:

· Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
· Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;

· At least 5 years experience of data monitoring and analysis
· A commitment to working with Government
