NATIONAL CONSULTANT – ADMINISTRATIVE AND FINANCE MANAGEMENT


TERMS OF REFERENCE: ADMINISTRATIVE AND FINANCE MANAGEMENT STRENGTHENING ELECTORAL MANAGEMENT CAPACITY PROJECT

Background:

The Political Parties Registration Commission is currently undergoing restructuring process aimed at strengthening the Commission in discharging its mandate. The restructuring process entails hiring of new staff and capacity development activities aimed at equipping new staff with the necessary skills and competencies to carry out their respective functions. With the support from international partners, technical assistance to the PPRC has been ear marked, through recruitment of international and local experts to support the Commission in areas of operations and procurement, administrative and finance management and, law reform.

The United Nations Development Programme (UNDP) invites applications from highly qualified, energetic, proactive and experienced Sierra Leonean professionals to fill the vacancy of "Administrative and finance management consultant"

Duties and Responsibilities

- Work with the international expert in establishment of financial and accounting systems for the new commission:
- (i) Financial analysis and oversight framework for all resources managed,
- (ii) Planning, expenditure tracking and audit of financial resources,
- (iii) organization of the oversight of PPRC cash management processes
- (iv) Put in place a guide on risk management,
- Strengthen the Commissions planning and budgeting, record keeping, reporting and financial controls.
- Provide necessary training and orientation to the newly recruited finance staff
- Interface with operations expert in developing rules and regulations

Experience and Qualifications required:

- University degree in one of the following: law, finance, business administration or economics, HR management, operations management and procurement;
- At least 3 years of progressive experience in the area of legal services, operational support, procurement, personnel or finance (preferably within international environment);
- Knowledge of the Sierra Leonean laws, HR/finance/operations procedures;
- Experience with technical assistance projects is an asset;
- Ability to work in a team;
- Ability to work under pressure and meet deadlines;
- Energetic optimistic approach to all possible problems;
- Strong computer skills are mandatory.

- Research relevant/existing laws governing the work of the PPRC:
- Consult stakeholders and institutions with interest in the work of PPRC in identifying deficiencies in the law
- Document the identified areas
- Develop recommendations for reform of highlighted areas
- Support PPRC in research for the dispute resolution, mediation and conflict management framework,

Experience and Qualifications required:

- University degree in one of the following: law;
- At least 3 years of progressive experience in the area of legal services;
- Knowledge of the Sierra Leonean laws;
- Experience with technical assistance projects is an asset;
- Ability to work in a team;
- Ability to work under pressure and meet deadlines;
- Energetic optimistic approach to all possible problems;
- Strong computer skills are mandatory.

TERMS OF REFERENCE: OPERATIONS AND PROCUREMENT –STRENGTHENING ELECTORAL MANAGEMENT CAPACITY PROJECT

- Work with the international expert to support the Commission in the recruitment process of new staff (review/finalization of TORs, advertisement, short listing, interviewing and appointment).
- Support the international expert in consultation with the Commission in putting in place systems that ensure the efficient and effective day to day operations of the Commission
- Develop and implement appropriate and effective human resource policies and procedures.
- Develop asset management procedures
- Support the Commission in establishing procurement processes
- Develop systems for comprehensive documentation and recording keeping (information systems).
- Provide advisory services and training on internal standard operating procedures in Human resources, procurement, assets and logistics management.

Experience and Qualifications required:
